When looking at if you have sufficient fire equipment, you can request the people that service the fire equipment to comment on it or make suggestions or you can ask the fire department to come out and investigate.

To answer the question regarding the fire equipment being vandalised; the only suggestion i have is that it is locked away. If the glass is continuously broken and they take the key out to unlock the equipment, i would then suggest that you put alarms on the boxes and cameras to capture the culprits.
If it is a small complex, i would suggest that you issue every unit with a fire extinguisher and then make them responsible for it. When it is time to service them (annually) you can then collect it from the resident and have it serviced and then return them. That does work well in complexes.
