If owners have exclusive use to "servants quarters", are the trustees entitled to change the rules and apply high fees for usage or is the use assessed on cost incurred by its use?

Are you sure that your servants quarters are exclusive use areas and not sections? The sectional title's act will state that you can only recover direct related costs pertaining to exclusive use areas. What is the ratio per square meter levies in relation to the sections? Ask them to explain the break down of costs relating to the levy they are charging for your servants quarters? There are a few things that need to be excluded (from the budget) when doing the calculation; but there is no set formula.
